Marlborough Public Safety Committee Advances Nicotine-Free Generation Resolution to Full Council
MARLBOROUGH — June 15, 2026 — Marlborough Public Safety Committee votes 2-1 to advance a non-binding nicotine-free generation resolution to the full City Council. The resolution, Order No. 26-100-9773, submitted by Councilor Vital, would express the council's support for permanently prohibiting anyone born on or after January 1, 2010, from purchasing nicotine or tobacco products in the city, pending action by the Marlborough Board of Health. The committee chair cited state data showing cigarette smoking costs Massachusetts an estimated $4.5 billion to $4.7 billion in direct health care costs annually, with roughly $1.5 billion paid through MassHealth or Medicare, and approximately 9,300 smoking-related deaths in the state last year. One dissenting member called the policy "an intrusion on our adult's ability to exercise personal responsibility and individual liberty," while Councilor Robey questioned the resolution's lack of enforcement mechanism, saying it put "the cart before the horse" ahead of any formal Board of Health rulemaking. Letters of support were submitted by Marlborough Director of Public Health Paul Dinwiddie and a student leader of the 84 Movement at the Advanced Math and Science Academy.
